供应链绩效评价体系的构建摘要随着科技的进步和经济的发展,顾客消费水平的不断提高,企业所面临的经营环境己经发生了重大的变化,呈现在他们面前的是一个变化迅速且无法预测的买方市场。

这就要求企业跳出传统的经营管理模式,不仅要关注企业内部的资源和竞争力,而且必须关注企业外部的资源和竞争力,强调从供应商到分销商,零售商及最终顾客的整条供应链上的资源和竞争力的集成。

供应链是当代企业界的最新组织形式之一,它能把多个相关企业或企业集团原本独立的资源进行有效的整合,使之发挥出“1+1 > 2”的整体效益。

但是,由于供应链是由多个企业或企业集团按一定形式组合而成,其管理的复杂程度要远远高于单一的企业管理。

供应链所带来的增值收益需要通过交织成网络状关系的各成员企业实行供应链一体化管理的思想才能实现,这样企业就遇到了新课题:如何协调企业利益与供应链整体的利益,这就需要企业实现从个别业务职能的管理到以供应链的观点进行管理的转变。

而这种转变如何达到理想的效果,必须以相对客观的标准和方法予以评价,以帮助企业发现问题、寻求解决方法,从而促进供应链的有效改进和运作。

作为一种集成的管理思想和方法,供应链管理通过前馈的信息流和反馈的物料流及信息流将供应商,制造商,分销商直到最终用户联系起来,执行供应链中从供应商到最终用户的物流的计划和控制等职能。

顺应这种管理模式的变化,要求决策者能够及时了解供应链整体状况,设计出更适合于度量供应链企业绩效的指标和评价方法。

本文在深刻理解供应链及供应链管理理论知识的基础上,系统地研究了供应链绩效评价的概念、在供应链管理中的作用、发展过程以及与企业绩效评价和物流绩效评价的差异。

在对供应链绩效研究现状,其中包括评价模型、指标体系和评价方法的研究现状的分析过程中,提出了供应链绩效评价体系的设计原则和设计方法。

并且具体对常用的供应链绩效评价体系:SCOR模型、平衡记分法和传统的绩效评价指标体系进行介绍和分析。

在此研究基础上,结合模糊数学的理论建立了供应链绩效模糊综合评价体系;针对供应链管理目的提出的供应链整体绩效评价指标体系,更好地满足了供应链绩效评价指标体系的设计要求;依据实际应用情况的不同,给出绩效评价指标权重的确定方法;建立模糊综合评价模型,针对不同供应链之间或供应链的不同时段进行绩效评价,解决定性与定量指标的综合评价问题。

根据这个研究思路,本文将全文分成六章来进行论述,具体结构如下:第一章,研究供应链以及供应链绩效评价理论,对于国内外在理论研究方面的分歧进行比较研究,并在此基础上提出了本文的主要研究内容以及研究意义。

第二章,对应链绩效评价的理论基础和主要内容进行进一步的研究。

第三章,确定供应链绩效评价指标层次结构,为建立供应链绩效综合评价体系选择适当的指标体系,并在此基础上给出供应链绩效评价指标的含义。

第四章,在符合实际的具体指标层次结构上,采用模糊层次分析法确定各个指标的重要性权重。

并以此为基础,利用多层次模糊优选模型,实现供应链绩效评价。

第五章,在建立的供应链绩效综合评价体系的基础上对供应链的绩效进行实证分析。

第六章,最后,对本文的研究工作进行了总结,并提出有待进一步研究的问题。

It is obvious that the corporation have to change their traditional management model and pay attention to not only inner resource and competition ability but also outer resource and competition ability covering with the whole supply chain from the supplier to the customer. In other word, the competition focuses on the whole supply chain. Supply chain, one of the modern enterprise organizations, can integrate effectively independent resources in interrelated enterprises or agglomeration and produce effect of “one plus one is larger than two”. However, the management of supply chain is far more complex than that of single enterprise in that the supply chain is made up of different enterprises of agglomeration. And so the general principles and methods of business management can't cope with the modern supply chain management. Increment from supply chains cannot be obtained only if all member enterprises forming a network put supply chain management into practice. One of the settlements is that the enterprise should transform its managing thinking. But to ensure the effect, external standards and methods should be built up to evaluate the transformation, so that the enterprise can find problem and its solution, and promote the operation of the supply chain. So effective performance evaluation of supply chains is the key to supply chain management. As a competitive management thought and method, the supply chain management implements the logistic plan and control function to the whole supply chain from supplier to the customer .In accord with this management model, the decision maker must be acquaint himself with the whole supply chain to design a suitable evaluation index system for the measurement of the supply chain performance.In this thesis, we pursue an in-depth research on SCPMS. Firstly, the definition of SCPM, the critical role SCPM played in SCM, the discrepancy among SCPM, Enterprise performance Measurement and Logistic performance Measurement, as well as the development tendency of SCPM, are systematically analyzed based on the insightful understanding of the theory of SC& SCM. After that, the deep investigation is carried on into the current situation in SCPM, included the evaluation model, index system andevaluation method. During it, we put forward the design principle and process of SCPMS. Based on the research on the traditional evaluation model of performance measurement, such as SCOR, BSC and traditional performance evaluation index system, a new evaluation system of SCPM, named Supply Chain Performance Fuzzy Measurement System (SCPFMS), is proposed. Its index system satisfies the design requirements of SCM better. It provides different method for confirming the weight of index .It also gives a new evaluation model of SCPM for different SC and different period in SC, which resolves the problem of comprehensive appraisal with the quantitative index and qualitative index.According to this research mentality, this article divides into the full text six chapters to carry on the elaboration, the concrete structure is as follows:First chapter, the research on supply chain as well as the supply chain achievements appraisal theory,, in this foundation, gives in this article to supply the chain, the supply chain management as well as the supply chain achievements appraisal definition and the connotation. And proposed this article main research content as well as the research significance in this foundation.Second chapter, studying the basic theory of Measurement of the Supply Chain Performance.Third chapter, determined the supply chain achievements appraisal target hierarchical structure, for the establishment supply chain achievements quality synthetic evaluation system choice suitable target system, and establishes the supply chain achievements appraisal target in this foundation the algorithm model.Fourth chapter, in conforms to in the actual concrete target hierarchical structure, uses the fuzzy analytic hierarchy process to determine each target the important weight. And take this as the foundation, uses the multi-level fuzzy optimal models, the realization supply chain achievements appraisal.Fifth chapter, to supplies the chain in the establishment supply chain achievements quality synthetic evaluation system foundation the achievements to carry on the real diagnosis analysis.Sixth chapter, the research marks a first step. It gives insight into theoretic of SCPMS.
