持续改进控制程序

1.PURPOSE 目的:To provide a general guideline for project teams to conduct continual improvement activities inproducts, processes quality performance and customer satisfaction.为项目组持续改善产品、过程品质及提高客户满意度提供指引2.SCOPE 範圍:This procedure is applicable to all the projects in Techco Technology (Hui Zhou).此程序适用于惠州德高科技的所有项目3.DEFINITION 定義:3.1QIM Quality Improvement Meeting 品質改善會議4.REFERENCE 參考文件:4.1OP-QA-21 Management Review Procedure 管理評審程序4.2OP-QA-07 Corrective and Preventive Actions Procedure 糾正及預防措施程序4.3OP-QA-22 Internal Audit Procedure 內部審核程序5.RESPONSIBILITY 職責:5.1Quality Engineer 品质工程师5.1.1Organize QIM meeting within the project team.组织责任区域内的QIM 会议5.1.2Responsible to prepare the meeting minutes and follow up with related team members to ensure theimplementation & effectiveness of improvement actions.负责准备会议记录,跟进改善行动并确保其执行及有效性。

5.2All QIM team members QIM 成员5.2.1Rise quality issue and provide data and information within his/her responsible area for improvement.提出责任区域内的品质问题并提供相关数据资料和信息以便作出改善.5.2.2Participate in defining objective & target and developing improvement action plan参与目标制定和改善行动计划5.2.3Implement action requirement and decision as agreed in QIM meeting执行QIM 会议确定的行动要求和决定6.PROCEDURE 程序:6.1QIM team set-up QIM 小组组成The QIM team may include the representatives from the following functional departments(the other functional departments even supplier and customer may be involved when necessary ):QIM 小组可以包括以下部门的代表(必要时,其他部门甚至供应商和客户也可邀请参加)。

6.1.1Production dept. (PD) 生產部6.1.2Quality Assurance Department (QA)品保部6.1.3Project manage Department (PJM)項目管理部6.1.4Production Engineering Department (製造工程部)(Including PE , IE, TE section )6.2Quality Engineer initiates QIM meeting for their respective project on regular basis.QIM meeting should be held at least once a month.品質工程师定期在项目内召开品質改善会议,品質改善会议应每月至少开一次.6.3The problem should be identified or an area should be selected for improvement at the meeting based on thequality issues provided by team members.在品質改善會議上對小組成員所提出的品質問題進行确認并找出問題發生的根源進行改善6.4The prioritization of continual improvement activities shall focus on customer impact areas and other criticalperformance improvement items including but not limited to the following quality activities:持续改善活动应优先考虑客户和其他至关重要的改善项目,包括但不仅限于以下品质活动:6.4.1Product/ process quality issue产品/流程品质问题6.4.2Process capability performance过程能力表现6.4.3Customer feedback or complaint客户反馈或投诉6.4.4Customer needs and expectations客户需求和期望6.4.5Quality metrics/measurement as required by quality management system /Customer/ project management, etc质量管理体系/项目管理要求的品质测量6.4.6Internal & external audit results内部及外部审核结果6.5A continual improvement activity is to look for regular improvement; the quality non-conformance or issue is tobe handled by corrective and preventive action procedure instead of waiting for the disposal through QIMmeeting.持续改进的目的是进行有规律的品质改善,不能等待QIM会议来解决那些需运用纠正和预防措施控制程序来解决的问题.6.6Team evaluates the effectiveness and efficiency of the existing process, set an objective/target for improvementfor each specific problem by means of quantified values, then identifies and verifies the root causes of the problem.小组评估目前过程的有效性和效率,为每个特定问题制定量化的改善目标,识别并确定问题的根本原因.6.7The improvement actions plan should be developed within the team members to prevent the problem fromrecurring at the meeting and determine the responsibility and completion deadline, etc.持续改善的会议上制定改善行动计划以防止问题再次发生,并确定责任,完成期限等.6.7.1The improvement action plan will include short-term & long-term actions when appropriate.适当时,改善行动计划可包括短期及长期的改善行动.6.7.2The improvement action plan will be revised when necessary at any stage of improvement.必要时,改善行动计划可在任何阶段被修订.6.7.3The improvement action plan can be addressed in the form of or as part of meeting minutes.改善行动计划可以是会议记录的形式或作为会议记录的一部分.6.8The improvement action plan will be filled in the meeting minutes (refer to attachment 1) by quality engineerwithin the team; it could be in different formats depending on requirements.小组内的质量工程师將會在品質改善会议记录中填寫相關的改善行動方案,(见附录1).根据需要,会议记录可以是不同的格式.6.9Team members implement the required actions.组员按要求执行改善行动.6.10Improvement actions are to be followed up by the Quality Engineer to make sure the actions can be completed bydue date.品质工程师负责跟进改善行动,以确保其按期完成.6.11The effectiveness and efficiency of the completed actions shall be evaluated and reviewed at the meeting; theproblem cannot be closed until the actions fully achieve the objectives.在会上评审完成行动的有效性和效率,直到改善行动完全达到要求时问题才能被关闭6.12In the implementation process, adoption of appropriate techniques and methods are preferable and recommended,such as Statistical Process Control (SPC), Design of experiments (DOE), Failure Mode Effects Analysis(FMEA), Benchmarking, 6 Sigma, etc在实施过程中,可以采用适当的技术和方法,如统计过程控制,实验设计,实效模式及后果分析,基准确定,6 西格玛等.6.13All quality / metrics targets shall be reviewed once per minimum 6 months and updated accordingly whennecessary.所有品质/测量目标须每至少评审1次/6個月,必要时要作相应的更新.7.Remark 1.備注1: (Retained by Quality Department for the length of time that the QIM is active for improvement plus one calendar year 由質檢部保存,保存期为QIM 活动持续时间的基础上再加上一年).8.
