摘要
目前，中国仍处于由传统社会走向现代化社会的转型时期，构建社会主义和谐社会与深入科学发展观是当今社会的重要主题，而和谐发展与城市的公共安全问题密不可分。

同时，城市安全问题直接影响着中国整体的经济发展、社会的安全稳定乃至和谐社会的构建。

因此，我国在关键的转型时期，建立一个行之有效的城市公共安全应急管理机制，加强城市公共安全管理办法，提高城市公共安全管理水平，减少城市重大公共安全事故的发生是推动科学发展，构建社会和谐的必然要求，它对经济的可持续发展以及社会的稳定也具有一定是实践意义。

本文分析了我国面临的各种城市公共安全问题，指出了我国城市公共安全应急管理体系中存在的问题，针对问题提出了加强我国城市公共安全应急管理体系的建议。

ABSTRACT
At present, China is still in the transition period from traditional society to modern society, constructing the socialist harmonious society and the development view of science is an important subject in the modern society, and the public security problem of harmonious development and city are inseparable. At the same time, construction of city safety issues directly affect China's overall economic development, social stability and harmonious society. Therefore, our country in the transformation period key, establish an effective city public security emergency management mechanism, strengthen the measures for the administration of city public security, improve the city public security management level, reduce the city major public safety accidents is to promote scientific development, inevitable requirement of building a harmonious society, it is the sustainable development of economy and society stability is also is practice significance. This paper analyses all kinds of city public safety problems in China, points out the existing emergency management system of our city public security problems, and puts forward to strengthen emergency management system of our city public security recommendations.
