IntroductionAs the capital city of Hebei, the development & planning of Shijiazhuang has received great attention of the provincial government of Hebei and municipal government. In order to promote city’s status they decided to start Shijiazhuang Urban Space Strategic Planning.In July 2003 China Academy of Urban Planning & Design was invited to take the planning research. After necessary preparation, the planning group began to analyze data and related circumstances in order to get what situation the city might be in. With one month’s hard work the group raised primary planning draft and made a mid-term report in Shijiazhuang on 8th September during which related authorities and expert put forward many constructive suggestions. Based on those advices the members of group made further research to perfect the research, and reached final conclusions at the end of September.This planning research comprises five parts:(1)Where is Shijiazhuang?Analyze Shijiazhuang’s current situation to make clear what role it plays in the region, what competences it has, and what problems it meets.A city with short history and great success;An inland metro in the coastal area;A city that can only plays supporting role in the capital economic zone;A center in puzzles of having inadequate power to be regional increase-pole.A place with potentials to be the focus of investment;A region of abundant resources and insufficient water;Shijiazhuang: A city of hope and puzzles.(2)Why?Try to find out explanations for the puzzles and problems through history review, comparison, reasoning, etc.New power needed;Traffic axle and industry axle misplace;The uncertainty of urban space developing direction;Orientation does not fit;The lock-in effect in industry;Huge imbalance between urban and rural area;Siphon effect of Beijing and Tianjin.(3)Where to go?Raise directions Shijiazhuang should followed in the future including the direction for space,economy, population, traffic, culture and so on.Make rapid increase to win the competition with surrounding central cities;Make quick shift in industry structure; make progress in modern manufacture and service industry actively;Cultivate the travel industry energetically; construct a complete travel system;Excavate the urban culture characteristics; promote the cultural taste of Shijiazhuang;Form a cubic traffic system that comprehends railway, road, urban street, & airlines;Protect the city’s ecological environment, Set up ecological sensitizing range;(4)What to do?Put forward strategic measures to support the directions above, and then reach two pattern for Shijiazhuang’s urban space development in the case of mid-speed and high-speed economic increase respectively.In the regional space:Incorporate itself into the global value chain actively;Improve and broaden Shijiazhuang’shinterland;Construct “Shjiazhuang Metropolitan Area”--- the addition of spatial structure;Wait for the right timing to integrate with Beijing and Tianjin.City orientation:Important fulcrum in the third engin e of china’s economic increase;The third in Capital economic zone;The economic development center of Middle-South economic zone in Hebei;The capital of Hebei; The center of china’s medical industry.Traffic system:Complete traffic system by stage; orient the development of city;Build a system of quickness, convenience, safety, comfort and harmony.Urban spatial development:The choice of lowest cross cost: east;The excavation of potential;Two spatial pattern based on different economic increase speed: In the case of mid-speed, the pattern changes from “1+6” to “1+4” , then from “1+4” to “1+3” ; In the case of high-speed , the pattern changes from “1+4” to “1+3” , then from “1+3” to “1+2” .Urban system:Form a spatial structure like fingers that takes main city area as the center and radiates along main traffic arterial highway.Construct a cross development belt of cities and towns.Development of industryReconstruct industry with modern manufacture industry as pioneer; remove the effect of industry lock-in.Implement the strategy of “Withdrawing the second industry entering the third industry” step by step.Urban ecological environmentImplement “123” project from outer layer to inner layer.Discern of key investmentChoose the important projects t hat will obviously affect city’s development, building bridge for spatial expansion.Spatial governanceDivide the range of metropolitan area into 10 governance districts, and formulate corresponding control formulations.(5)How?Give different suggestions to make the strategies more concrete and easier for local government to put into realities.Push urban space evolution from dot to bulk to “田” to “中” to “串”finally.Develop medical industry in a crossing over manner;Actively develop logistic industry;Build ecological city of SD;Build learning city of self-creation;Implement city management and marketing strategy;Actively promote system innovation中国城市规划设计研究院方案（简本）身在何处？一、 宏观区位● 中国燕晋咽喉● 国家主动脉上的重要节点 ● 国家大战略的焦点之一二、 中观区位● 环渤海经济圈的外围中心 ● 华北地区重要的交通枢纽 ● 囿于一隅的河北省省会城市 ● 京广线上三大编组站之一所在地三、 微观区位● 居中偏东的内陆近海城市 ● 首都经济圈南缘城市● 双向制约的“小马拉大车”型城市 ● 地貌类型多样化，自然资源丰富的城市● 现状人口近200万，市区土地面积400多平方公里的特大城市三极论：温家宝在2003年8月初的讲话———“实施西部大开发战略，加快西部地区发展并率先实现全面小康和现代化，支持东北地区等老工业基地加快调整、改造，实行东西互动，带动中部”。
