The new measures seek to ensure that the China market is managed in a fair, transparent and sustainable manner, and that Chinese visitors receive a satisfying tourism experience while they are in New Zealand.第一个方案是通过增加在中国市场的营销活动来教育消费者及旅业新西兰作为一个高品质的旅游目的地可以为游客提供什么;第二,政府方面同意将ADS的管理权由新西兰境内从业委员会(ITOC)转交给政府,以加强对ADS的管理。
The first measure is in the form of increased marketing activity in China, to educate consumers and trade on what New Zealand has to offer as a high quality tourism destination. Secondly, the government has agreed to strengthen the management of the Approved Destination Status (ADS) system by moving its administration from the Inbound Tour Operators Council (ITOC) and placing it within government.新ADS政策的要点Key features of the new ADS system•新西兰旅游局将管理ADS方案并建立一个ADS质检组。
Tourism New Zealand will administer the ADS scheme and establish an ADS Monitoring Unit.•境内地接社可于2007年11月1日起申请ADS资质。
每一个申请都将经新西兰旅游局评估,以确保该公司及其主要联系人达到“合适及适当人选”的标准。
Inbound operators will be invited to apply for ADS approval from 1 November 2007.Each application will be assessed by TNZ as to whether the company and its key personnel meet a “fit and proper person” test.•向新西兰旅游局递交ADS申请之后,地接社须同意签署其行为准则。

By submitting an application to TNZ for ADS approval, operators agree to sign up to the Code of Conduct. This will trigger a number of compliance requirements, which are detailed below.• ADS资质有效期为12个月。
之后每12个月地接社要申请续延。
ADS approval will last for 12 months, and operators will need to apply to renew their ADS approval every 12 months thereafter.•行为准则中指出地接社应对每一个ADS旅行团的成员全程负有“关爱责任”的义务。

Approved operators must provide specific information to TNZ on a four monthly basis and will be reviewed by TNZ on a four monthly basis. The information requirements are explained below. Where operators have shown consistent compliance with the Code, TNZ may undertake reviews at less frequent intervals.•投诉系统的建立使得中国游客在新西兰当地或回国之后都可以通过电话专线或特定网站向新西兰旅游局就其不满的旅游事宜提出投诉。
这些投诉信息将转交给地接社去解决,适当情况下也会告知国内组团社。
A complaints system will be established so that Chinese visitors can lodgecomplaints about their tour with TNZ via a dedicated phone number or a website, in either New Zealand or in China upon their return. These complaints will be forwarded to operators for resolution and also to the China travel agent, where appropriate.•在把签证申请递交给新西兰移民局签证处的过程中, 组团社必须把新西兰旅游局分发的独特代码包括在所有的交纳文件中. 因为该独特代码将用于此团所有相关事宜上。
如:团队行程中必须注明代码,地接社和景点的联络中必须使用代码,向新西兰旅游局提供的信息中必须包含代码,同时代码需醒目地标识在ADS巴士上。
The unique identification numbers provided by Tourism New Zealand will need to be listed in all itineraries supplied to Immigration New Zealand during the visa application process. The unique tour ID number must be used on all correspondence relating to that tour. It must be included on itineraries, in contract arrangements between the operator and ground component suppliers, on information provided to TNZ, and be prominently displayed on all ADS coaches.•除了定期检查地接社ADS旅行团的记录处,新西兰旅游局还要不定期对旅行团进行抽查以确保该公司严格遵照行为准则操作。
In addition to regular reviews of operators’ ADS tour records, TNZ will also undertake random checks of tours to ensure that the requirements of the Code are being met.必要条件(请参考行为准则第7、8单元)Thresholds (refer sections 7 and 8 in the Code)行为准则中四个必要条件的设立是用以保证游客达到其满意的旅游体验。

The Code includes four thresholds that have been designed to represent a “satisfying” tour experience, i.e. if the operator meets these thresholds, they are likely to deliver a tour that fully meets (or exceeds) the expectations of the Chinese visitors.这些必要条件包括:These thresholds relate to:1. 运营体系、程序、行业手册–来确保地接社有完备的工作程序设立以体现行业最佳营业表现。
