且中小企业在就业问题上也有着举足轻重的作用，它们提供着绝大部分的工作岗位，对整个国家的社会稳定发挥着重要作用，而GDP值的很大一部分也是由中小型企业所贡献的。
更不容忽视的是中小型企业自身具备较强的自主创性能力，对整个国家和民族的科技进步也起到不可忽视的作用。
但是，当下的中小型企业在经济全球化这一背景下我国的中小型企业在发展上遇到了很大的困难。
其中影响我国中小型企业进一步发展的一个重要原因就是中小型企业资金的短缺。
而造成其主要原因主要有这几个方面：中小型企业的融资渠道狭窄；融资成本比较高；资金周转不灵等。
如果这些状况和问题得不到有效的解决那么中小型企业将难以维持稳定发展从而影响到我国经济的快速发展。
本文将从中小型企业自身问题以及外在环境和政策进行分析和讨论并结合实际提出解决措施。

本文通过联系中小企业内部环境和外在因素系统全面的了解企业所存在的问题从而提出更有针对性的解决措施。
一、绪论随着社会经济的发展，我国的中小企业在其中扮演着越来越重要的角色，无论是对我够GDP的增长还是解决社会上的就业压力上都起到重要作用。
但我国的中小企业在生产和发展等道路上却时常面临着资金短缺的危机从而影响了企业的发展，使得企业缺乏市场竞争力从而面临营业困然有的甚至濒临倒闭的境地。
我国中小企业在数量上占据着我国企业数量总数的绝大部分，单占有的资金却微乎其微，这显然不符合我国对于中小企业发展的要求。
这其中固然有中小企业自身的商业决策的不成熟、企业内部控制的不利和企业本身资金的先天不足等因素的影响，同时也存在金融企业在贷款制度方面的不完善和国家政策的不利限制等。
本文就是在此背景下进行分析和研究，探明中小企业的发展道路。
中小企业资金短缺的原因涉及的方面是多样的，只有不断进行社会调查，深入企业内部才能全面了解其产生的原因从而制定出相应的政策为未来中小企业的长期发展提供实质性的解决措施。
然而解决的方面必须顾及到企业的内部问题和社会的外部因素，只有致力于企业内部自身的调整和金融组织等机构的相关政策改变才能较好解决好这一问题，可见这是一项系统庞大的过程，相关政府任重而道远!本文正是通过在社会和企业自身的一系列调查从而发现其中的问题进而研究出解决的措施，这是对于理论上的保证，也更有利于在实践更好、更有目的性的解决中小企业资金短缺，从而为我国经济发展和社会稳定做出更有意义的贡献。
1二、中小型企业的界定所谓的中小型企业是相较于大型企业而言的，不同的国家有着不同的界限范围。
所谓的中小企业是在英国等国为首的工业革命中发展起来的，因为科技的发展和生产力的提高出现了许多的大型企业他们占据着绝大部分的市场和资金，于大型企业相较而言小型企业的概念也就出现了。
企业间的界限划分有利于国家政府机构和相关部门进行管理和整合。
中小企业的界定是相较于大型企业，且这一观念是一个动态的过程，以前的大型企业有可能因为市场的变化或经营能力的下降而对自身的调整变成中型企业或小型企业，以前的中小型企业有可能经过一个阶段的发展资金得到充足为了满足或扩大市场的份额对自身企业规模的扩大变成中大型企业。
