大连市战略性新兴产业的进展路径及对策摘要2008年国际金融危机波及全球，给世界各国经济都造成了极大的阻碍，如何走出危机成为各国共同面临的难题。
而新兴产业大概为那个问题找到了答案，各国都把新兴产业的培育和进展作为新一轮产业进展的重点。
基于国际和国内两个环境背景，我国同样高度重视战略性新兴产业的进展。
2009年11月3日，温家宝总理正式提出战略性新兴产业概念；2010年10月10日，国务院正式公布了《国务院关于加快培育和进展战略性新兴产业的决定》，明确节能环保、新一代信息技术、生物、高端装备制造、新能源、新材料、新能源汽车为我国的七大战略性新兴产业。
进展战略性新兴产业对提高我国综合国力，推动产业结构升级，抢占国际科技制高点有着重要的意义。
近年来，大连市经济进展取得了巨大的成就，尤其是2006年大建设以来，各项经济指标增长迅猛，但仍然存在一定的问题，与长三角等发达地区相比差距明显，要紧表在：经济总量偏小，产业结构不尽合理，人口资源环境与经济进展的矛盾日益突出等等。
大连市作为辽宁省的省会都市，肩负着辽宁在中部领先崛起的重任，对辽宁省经济进展起着巨大的推动作用，目前看来任重而道远。
大连市如何抓住“十二五"黄金机遇期，推动辽宁经济前行，实现经济腾飞，战略性新兴产业是一个专门好的选择。
进展战略性新兴产业是推动产业升级、加快转变经济进展方式、实现飞速进展的重大举措。
大连市在进展战略性新兴产业方面具备一定的优势，取得了一些成绩，但也存在一定的问题，大连市应该在创新、政策环境、融资及产业集群等方面入手，抓住机遇迎接挑战，采取有力措施推动战略性新兴产业更好更快进展。
本文以大连市为切入点，详细分析研究了大连市的战略性新兴产业进展情况，首先通过对前人的研究成果进行梳理，界定了战略性新兴产业的内涵与特点，同时依照国家和辽宁省以及大连市自身规划，明确大连市的八大战略性新兴产业，八大战略性新兴产业分不是：电子信息产业、新能源产业、新能源汽车产业、新材料产业、节能环保产业、高端装备制造产业、生物制药产业、公共安全产业。
其次分析了大连市进展战略性新兴产业的战略意义和现实条件，得知大连市拥有进展战略性新兴产业的天然优势，同时意义重大。
然后从理论和实证两个方面详细论述了战略性新兴产业成长为主导产业的可能性，得出战略性新兴产业是以后经济进展的主导力量，成为主导产业是一种必定，但就目前而言还有专门长的一段路要走。
最后阐述了大连市进展战略性新兴产业应注意处理好的几大关系，并针对大连市提出了几点相关政策建议。
