铁路工务施工是铁路运输生产过程中的重要组成部分，一直以来，铁路工务施工又是影响运输安全生产的重大隐患，尤其是营业线上的作业更是安全管理中的薄弱环节。
随着铁路改革进程的进一步加快和工务养路机械化作业程度的不断提高，工务部门的各项安全管理管理模式必须贯彻“安全第一，预防为主，从严务实，综合治理”的方针，必须不断完善各项考核机制才能适应营业线上各项作业的安全管理要求。
大力加强安全文化建设。
要运用文化的力量，增强职工的安全风险意识。
要采取多种形式，特别是以职工身边的案例，对职工进行“安全第一”的警示教育。
安全风险管理的核心是将应对风险的关口前移到落实标准化作业的过程中，采取有效措施进行应对处置和持续改进，最终达到消除风险的目的。
教育培养干部职工树立安全价值观，并自觉地转化为安全生产的内在动力，积极营造良好的安全文化氛围。
抓好逐级负责制的落实，进一步明确各级安全管理责任，着力解决安全工作中存在的越级指挥、管理无序问题。
不断建立健全安全管理检查、落实、监督和考核评价机制，使安全管理逐步实现科学化、制度化、规范化。
本文首先介绍了铁路工务施工与安全管理背景以及对工务施工安全管理的意义，对国内外工务施工技术现状进行了对比，然后对我国工务施工与安全管理中存在的问题进行了描述，针对存在的问题提出合理化建议，建立安全预警机制，最后对本文进行了总结。
