The police said that the bomb, packed into a pressure cooker and hidden in a bag under a vegetable stand, did not cause greater damage because of a malfunctioin. But the incident clearly left a deep impact on Government officials who are facing what they believe to be a campaign of terrorism directed by Islamic militants from Algeria. Police did not immediately link the bomb to three devices planted in recent weeks, which killed seven and wounded scores of others in Paris.Part Two(A)Turn the uderlined parts into Chinese (30%)6. They remember thinking up all sort of things to do when they were kids. But their own kids seem different, less resourceful, somehow. When there"s nothing to do, these parents observe regretfully, their kids seem unable to come up with any thing to do besides turning on the TV. One father, for example, says. “When I was a kid, we were always thinking up things to do, projects and games. We certainly never complained in an annoying way to our parents, ‘I have nothing to do!’ He compares this with his own children today: “They"re simpl y lazy. If someone doesn"t entertain them, they"ll happily sit there watching TV all day. ”There is one word for this father"s disappointment: unfair. It is as if he were disappointed in them for not reading Greek though they have never studied the language. He deplores(哀叹)his children"s lack of inventiveness, as if the ability to play were something innate(天生的)that his children are missing . In fact, while the tendency to play is built into the human species, the actualability to play-to imagine, to invent, to elaborate on reality in a playful way-and the ability to gain fulfillment from it, these are skills that have to learned and developed.Such disappointment, however, is not only unjust, it is also destructive. Sensing their parents" disappointment, children come to believe that they are, indeed, lacking something, and that this makes them less worthy of admiration and respect. Giving children the opportunity to develop new resources, to enlarge their horizons and discover the pleasures of doing things on their own is, on the otherhand, a way to help children develop a confident feeling about themselves as capable and interesting people.Questions:1.According to many parents, without TV, their children would like them to2.Many parents think that, instead of watching a lot of TV, their children should3.The father often blames his children for not being able to entertain themselves. This isunfair because they4.When parents show constant disappointment in their children, the destructive effect isthat the children will5.Developing children"s self-confidence helps bring them up to bePassage TwoCongress to Open Budget Bill Votes For 1996 SpendingBy Adam ClymerFrom The New York Times, October 25, 1995WASHINGTON, Oct.24-Starting Wednesday, Congress will begin voting on the huge budget bills that will give Republicans the chance to prove they mean their promises to change the way Government works--- most of all by balancing the Federal budget by the year 2002.Until this week, action on the budget has consisted of high-sounding resolutions, the defeat of a constitutional amendment requiring balance and energetic but inconclusive efforts to reduce the level of spending in the annual bills that finance Government agencies. Only 3 of those 13 measures have made their way to the White House. But the big budget reconciliation bills---1,949 pages in the Senate version and 1,754 in the House---promise a balanced budget with curbs on spending for programs available to all those entitled and thus hard to control, like Medicare, Medicaid, student loans and farmprograms. The total package is sweetened by a $ 245 billion tax cut.Speaker Newt Gingrich said the measure would put the nation "back on the right moral track. "" In peacetime, " he continued, " you shouldn"t borrow your children"s money, "adding in a brief interview that the legislation was "an important trust-building step" because the" Republicans had promised the public a balanced budget, "and we"re going to give it to them. "Mr. Gingrich said the budget votes would also establish that "Washington has to live within its means, set priorities and actually resources "Moreover, he said, there would be a "balanced budget dividend" from the lower interest rates that would result, for individuals, in savings of as much as $ 37, OOO in mortgage interest ona typical $ 700 on a new car loan. But before debate and votes can begin on Wednesday in the Senate and on Thursday in the House, those huge bills remain subject to last-minute tinkering on everything from medicaid formulas to milk subsides. Those efforts were intended to solidify Republican majorities. Republicans can afford to lose no more than 3 of their 53 senators and 16 of their 233 Representatives for the final votes, which are planned for Thursday in the House and Friday in the Senate. But there was also a tentative air about this week"s votes. Once on this week can become lawwithout agreement from the ClintonAdministration, which "has regularly issued vetothreats.
