摘要我国历史悠久，古村镇众多，它们是各地传统文化、民俗风情、建筑艺术的真实写照，反映了社会发展的脉络，是先人给我们留下的宝贵遗产。
近年来，历史文化村镇的脆弱性、不可再生性及其价值已经得到党中央和国务院有关领导的重视，各级政府也都评选了相应级别的历史文化名镇名村。
这些名村镇在建筑式样或与环境景色结合方面具有突出的普遍价值，得到社会认可，保护工作也比较完善。
但是，在我国广袤的大地上还存在着不少相对经济落后，文物古迹分散的小村镇，这些村镇发展缓慢，保留了大量相对完整的传统建筑和历史风貌，由于经济落后，缺乏维修资金，这里的历史建筑及传统格局保护情况令人堪忧。
目前，我国正值经济社会和城镇化快速发展的时期，积极抢救和保护众多欠发达地区的历史文化村镇，已经成为十分紧迫的任务。
而如何在经济高速发展，城镇化进程不断加快的时期，对这些历史文化村镇进行科学有效地保护，处理好保护与建设、发展的关系，完整的将历史文化遗产留给后世，就需要有相应的保护规划来指导、协调和控制。
欠发达地区的历史文化村镇保护具有双重任务，一是保护历史建筑、传统的格局和文化；二是消除贫困，改进当地居民的生活条件；二者是相互影响、相互促进的。
首先我们要充分认识到历史文化村镇的意义，将保护提到新的高度，树立积极、科学的整体保护观念，认真学习总结国内外先进的历史村镇保护经验，深入了解历史文化村镇的价值和精髓。
同时，还应正确处理历史文化村镇保护与发展的关系，使保护与发展相互促进。
最后，要建立健全历史文化村镇的保护体系，设立专项资金，以保护历史文化村镇的建设与开发。
全文主要包括六部分内容：第一章引言：介绍本论文研究的背景、意义、内容及方法。
第二章国内外历史文化村镇保护运动的概述：了解国际上历史文化村镇保护的发展历程，学习先进的保护经验；回顾我国历史文化村镇的发展过程，总结经验教训，为下一步历史文化村镇的保护发展摸索经验。
第三章欠发达地区历史文化村镇的形成与特征：将欠发达地区的历史文化村镇与发达地区的历史文化村镇作比较，分析欠发达地区的历史文化村镇的现状特点、保护工作取得的成绩和面临的问题、明确下一步保护的方向。
第四章历史文化村镇的保护与规划：阐述历史文化村镇保护的意义、一般方法和原则，研究保护规划的内容，分析欠发达地区历史文化村镇在保护利用规划中要保护的内容和应注意的问题，探索适合于欠发达地区历史文化村镇的保护方法。
第五章欠发达地区历史文化村镇保护规划的编制方法：分析、解决欠发达历史文化村镇保护规划编制的依据、内容、过程及所要达到的目标。
第六章案例分析：以张家口市蔚县代王城古镇为例，研究代王城古镇的历史空间形态特征和文化价值内涵，分析目前影响古村镇保护与发展面临的现实问题，提出保护规划的总体构思和具体措施。

These towns and villages in the building style or combine aspects of landscape and environment of outstanding universal value has been recognized by society, so the protection is perfect. However, there is still much on the relative economic backwardness, cultural relics scattered in small villages and towns in the vast land of our country. Because of lack of funds, the protection of ancient architecture here is in worrying. Now, our country's economy, society and urbanization is in the rapid development, so rescue and protect the less developed regions of the history towns and villages actively has become a very urgent task. And how to conserve these regions scientifically and effectively and deal with conservation, construction, development well, need the appropriate protection required to guide the planning, coordination and control.During the period of economic developed rapidly and urbanization process accelerating, how to strengthen the historical and cultural towns & villages, and spread them to our posterity is a important questions that should be seriously consider and actively explore.
