根据行政监督主体范围的不同，行政监督有广义和狭义之分。
狭义的行政监督，其监督主体仅限于行政系统内部，即行政机关内部上下级之间，以及专设的行政监察、审计机关对行政机关及其公务人员的监督。
广义的行政监督，其监督主体除了行政系统内部的以外，还包括党政机关、国家权力机关、国家司法机关、社会团体、公民个体、新闻媒体等外部主体。
本文采用的是广义的行政监督，是指各类主体“对行政的监督”，而不是行政机关“对社会的监督”，即各类监督主体，依法对国家行政机关、法律法规授权的组织及其公务人员在履行职责过程中的职务行为以及与职务相关联的个人行为是否合法、廉洁、有效所进行的监察和督导。
并在这一基础之上，分析我国行政监督体系的现状以及存在的问题，据此提出笔者关于完善和建立我国行之有效的监督体系的几点建议。

Accordi ngto the scope of the subject of administrative supervision, the administrative supervision has broad sense and n arrow sen se. I n the n arrow sen se, the supervisionsubject only withi n the administrative system, and that just between higher and lower within the administrative organ and it also set up the administrative supervision and auditing authorities for the supervision of the administrative organs and the civil servants. While in the broad sense, the supervision subject not only comprise the adm ini strative system, but also in cludi ng party and gover nment orga ns, orga ns of state power, the n ati onal judicial orga ns, social groups, in dividual citizens, news media and other external entities. This paper adopts the broad sense, refers to all kinds of subject of “ administrativesupervision rather than administrative organs 'supervisi on of society. That means the kinds subject of supervisi on, accord ing to the law to inspect and supervise the state administrative organs, the authorized organizations which is in accorda nee with the laws and regulati ons and the civil serva nts, whether their behavior in the process of perform ing duties, or their in dividual behave which is associated with positi ons is legal, clea n and effective in specti onand supervisi on. And on this basis, an alyze the curre nt situation and the existing problems of administrative supervision system in our country, whereby the author will put forward some suggesti ons on improveme nt and establishme nt of an effective supervisi on system.Key words: Administrative supervision, structure, current situation and problems, improve the supervisi on system.引言行政监督是国家行政机关依照法定的权限、程序和方式，对行政机关及其工作人员, 以及对社会组织、企事业单位、公民个人和有关事项就其是否严格执行和遵守国家的政策法律（广义）和制度所实行的监督。
它是国家行政管理的重要组成部分，是国家行政机关行使行政职能的一种表现，其目的在等有效地实现国家对社会的行政管理，以保证国家任务的完成，达国家根据实际情况设定的目标，维护国家法制的统一和尊严。
多年来我国行政机关在行政监督体制之下，一直正常运行发展，但随着社会的不断发展和时代的转换，我国的行政监督体系存在明显的漏洞，这在很大程度上会影响我国整个整体行政体系的运行，从而最终影响我国经济的发展和社会进步，因此了解我国行政监督体系的具体结构，厘清我国现阶段行政监督体系存在的问题，深入分析我国行政监督体系的现状，进一步完善和发展我国的行政监督体系就显得十分迫切和必要。
、行政监督体系的构成李世英在其主编的书中曾明确提出“我国行政监督体系由内部行政监督体系和外部行政监督体系两大部分构成，它们既相互分工又密切合作，通过科学合理的交叉与组合，构成了我国行政监督的严密网络。
