《我国节能与新能源汽车发展研究报告》分别从我国汽车工业面临的形势、节能与新能源汽车技术简述、国外节能与新能源汽车发展现状和趋势、我国节能与新能源汽车发展综述、我国电动汽车关键零部件发展综合分析、我国电动汽车标准现状与发展研究、节能与新能源汽车政策分析、国内外节能与新能源汽车市场预测、节能与新能源汽车技术路线分析、我国节能与新能源汽车发展规划建议等十个部分，全面提出和论述了我国节能与新能源汽车发展的指导原则、总体思路、发展目标、技术路线、发展重点和保障措施的建议。
该报告为国家确定新能源汽车发展战略，制定节能与新能源汽车发展规划和相关政策提供了参考。
