旅游法规课程英文名：课程编号：学分：2 学时：36先修课程：无替代课程：无一、课程目的要求：通过本课程的学习，使学生深刻地认识到旅游法律法规及其旅游政策在旅游工作中的极端重要性，熟悉旅游法律法规的基本内容，掌握旅游法律规范的实质，通过正确地运用旅游法律规范分析具体案例，培养学生分析和解决实际问题的能力，为学生将来更好地从事旅游管理工作，正确地运用与自觉遵守旅游法律规范，并用法律保护自身的权益打下良好的基础。
要求学生在学习本课程时既要深入掌握我国旅游法的基本原理和法律规范的内容，又要提高自己分析与解决实际旅游法律问题的能力，同时还要学习相关的国际法知识，为加快我国旅游与国际接轨，并建立有中国特色的旅游法律体系而努力奋斗。
二、课程主要内容：旅游法规是高等学校旅游管理专业的基础课程，主要研究国内外现行的旅游法律规范。
本课程主要介绍旅游法规的基本知识的和一般原理。
主要内容包括旅游者合法权益保护、旅游合同、旅行社经营管理、导游人员管理、旅游交通、饭店管理、旅游资源管理、旅游税收、解决旅游纠纷等方面的法律法规。
通过课堂讲授与训练，使学生系统地掌握旅游法律规范的内容和精神实质。

六、课程标准：第一章旅游立法主要知识点：1、旅游业的发展与旅游法规的产生2、旅游法的概念及其调整对象3、中国的旅游立法4、外国的旅游立法能力培养要求：本章要求学生掌握旅游法的定义、调整对象和中国旅游立法的程序，了解旅游法规与旅游业发展的相互关系，在头脑中建立旅游立法的基本概念。
第二章旅游法律关系主要知识点：1、旅游法律关系的概念2、旅游法律关系的构成要素3、旅游法律关系的确立能力培养要求：本章要求学生了解旅游法律关系的概念和特征，理解旅游法律关系的种类和构成要素，掌握旅游法律关系的产生、变更和终止的相关知识，能对具体的旅游法律关系进行分析。
第三章消费者权利保护法律制度主要知识点：1、消费者的主要权利2、经营者的义务3、消费者合法权利的保护能力培养要求：通过本章的学习，使学生了解消费者权益保护法为主的旅游权益保护法律制度的立法宗旨，理解旅游者、旅游经营者应享有的权利和应尽的义务，通过案例分析，掌握保护旅游者合法权利的基本途径。

Course ObjectivesThis course aims at making students profoundly realize the extreme importance of tourism laws and regulations as well as its tourism policies in tourism.
