STUDY ONJ THE DEVELOPMENGT STRTEGY OF RESIDENGTIAL PROPERTY OMPERTY COMPANY STAKHOLEDER THEORY ---A CASE STUDY OF ZHUJI CITY BASED ON
随着国内物业管理市场的日趋成熟，经济的迅速一体化，加之20世纪90年代以后高频率的技术革新，促使了企业发展由竞争定位为主向战略致胜的经营时代转变。21世纪，是中国物业管理行业进入发展、完善和成熟的重要阶段，在这一阶段将出现一个竞争激烈、管理完善、服务理念提升的时期。对物业管理企业而言，面对市场环境的变化、竞争格局的形成、高技术的应用、消费观念的更新，要求物业管理企业从服务理念到服务创新，从经营理念到发展模式，从管理理念到发展战略都要做出相应的变革，才能适应企业发展的需要。因此，作为一个现代的物业管理企业，要在挑战严峻、变幻莫测的市场环境中得以长期生存并不断发展壮大，就必须站在战略角度审视分析企业自身的内外部环境及相应的关键利益相关者，由此制定适合于本企业的发展战略。深圳、上海、北京、广州等城市的物业管理企业已经对我国公司的发展战略模式进行了不少尝试，其中不乏一些成功的、可借鉴的模式。虽然物业管理企业有其同一性，但是由于地域、文化、环境、市场的发育程度不同，物业管理企业的发展也不可能一个模式走到底，诸暨市的物业管理企业必须结合自身的实际情况应用先进的经济理论和管理理论展开实证研究并制定相应的发展战略。

我国改革开放以来，随着经济的迅猛发展，房地产市场得以全面启动，使得土地使用制度和住房分配制度下的另一产物——物业管理应运而生。中国的物业管理始于八十年代初的经济特区深圳，伴随我国城市化进程加剧，住房制度的改革和房管制度的革新，以及中国房地产业的迅猛发展，新建商品房住宅的数量日益增多，而且越来越呈现出住宅小区规模大型化、功能综合化的特点。传统的房屋管理方式已经不能适应住宅产业迅速发展的需要。大量住宅小区投入使用，带来了管理工作的变化，除了对房屋进行维修外，还必须对附属物、设备、场地、环卫、绿化、道路、治安进行专业化管理，以保持住宅小区的完好，发挥其整体功能和综合效益。物业管理作为一种新型的管理方式越来越受到开发商的重视和业主的欢迎，它对促进房地产业的良性运转，推动我国经济发展，改善人民生活条件以及提高城市现代文明都起了重要的作用。在今后相当长一段时期内，随着住宅建设的持续快速发展以及旧住宅区物业管理覆盖面的不断扩大，将保持快速发展。在《国民经济和社会发展第十二个五年规划》中提出“在全面发展城市社区建设，把社区建设成为管理有序、服务完善、文明祥和的社会生活共同体中需要充分发挥物业管理机构的积极作用”。
Based on this, this paper research on the theory of zhuji city property company stakeholders, zhuji city, two typical residential area as a case, analyzes the combination of theory with practice.To can through the study of this article, confirm the current enterprise stakeholder theory in the concrete implementation effect and the specific operation of process, the need to combine strategy implementation, which can promote the development of the enterprise itself.Of course, in the process of the interaction, in which all the stakeholders who plays a different role to drive the enterprise development, make the enterprise onto the road of a virtuous cycle, to give reasonable allocation, the interests of stakeholders to optimize the internal and external environment for the development of enterprise management, to achieve a higher development goals.
Combing the stakeholder theory system, this paper explain the evolution process of stakeholder theory and the important factors, such as literature analysis, case analysis research method, on the basis of combining the theory of strategic management as well as in the actual matrix model of stakeholder analysis, focusreflects the property company, government, owner and the benefit analysis and behavioral effects between real estate developers.Finally, combining with the actual situation of zhuji city, zhuji city, put forward in accordance with property overall strategy implementation suggestion for the development of the company.Zhuji city, at the same time, the government to help property management at the same time, also puts forward the relevant policy recommendations, zhuji city, expect this research can advance the progress on the property management company governance.
基于此，本论文以诸暨市物业公司相关者理论为研究主线，诸暨市两家典型的住宅小区为案例，进行了理论与实践的结合分析。旨在能够通过本文的研究，印证当前的企业相关者理论在具体的实施效果和经营的具体过程中，需要结合战略实施，进而能够推进整个企业本身的发展。当然，在两者相互作用的过程中，所有的利益相关者都在其中扮演者不同的角色来驱动企业发展，使企业走上良性循环之路，给予利益相关者合理的利益分配，从而优化企业经营发展的内外部环境，实现更高的发展目标。
基于利益相关者理论的住宅小区物业公司发展战略研究——以诸暨市为例
摘
利益相关者理论是影响企业经营管理的一种重要理论，最早由弗里曼提出，近年来得到广大学者和企业家的广泛关注，在企业经营管理过程中发挥了巨大作用，它与传统的以企业管理者利益为核心的理念不同，重视与企业利益相关的投入与参与者，追求企业整体利益的最大化，而不是某些主体的利益。利益相关者为企业的生存和发展投入了相当的智慧和力量，分散了企业经营的压力和风险，企业在做经营决策时应该综合考量利益相关者创造的价值，对利益相关者给予人文关怀，更应该重视利益相关者对企业战略规划产生的重要影响，为企业的长远发展谋服务质量来满足业主日益增长的服务需求？如何才能在激烈的市场竞争中立于不败之地？生存和发展是企业的终极目标，实现从一个目标到另一个目标的飞跃，就需要战略。然而，就目前的物业管理企业来说，缺乏与其发展相适应的战略，或对战略重视、应用不够。尤其是中小物业管理企业，由于受自身历史发展的限制和管理者素质的限制，未充分认识战略管理的重要性，缺乏战略规划，或得过且过，或盲目随从跟进。相当一部分物业管理企业管理者缺乏战略思考和战略管理意识，对自身的优势和劣势认识不清，对环境的变化、发展的机会、相互间的竞争威胁认识不足，急功近利，满足现状，忽视了物业管理企业发展的长远目标，结果既损害了业主的利益，又影响了物业管理行业的长期发展。
本论文对利益相关者理论进行系统梳理，阐释利益相关者理论的演化过程和重要因素，以文献分析法、案例分析法等研究方法为基础，结合战略管理理论以及在实际的利益相关者分析的矩阵模型，重点体现了物业公司、政府、业主以及房地产开发商之间的利益分析和行为影响。最终，结合诸暨市的实际情况，提出了符合诸暨市物业公司发展的整体战略实施的建议。同时，对诸暨市政府在协助物业管理的同时，也提出了相关的政策建议，期望本文的研究能够推进诸暨市在物业管理公司治理上的进展。
ABSTRACT
Stakeholder theory is one of the important influence enterprise management theory, first put forward by freeman, receive the attention of scholars and entrepreneurs in recent years, has played an important role in the process of enterprise management, it with the traditional enterprise managers interests as the core concept is different, attaches great importance to the corporate interests related investment and participants, the pursuit of the maximization of the interests of the whole enterprise, rather than the interests of certain subject.Stakeholders for the survival and development of the enterprise invested considerable wisdom and strength, distracted the pressure and risk of enterprises, companies doing business decisions should be comprehensive consideration of stakeholders to create value, to give humanities concern to the stakeholders, more should pay attention to the important impact of stakeholders to the enterprise strategic planning, for the enterprise long-term development planning layout.
