Consular premises shall be inviolable to the extent provided in this article （领馆馆舍于本条所规定之限度内不得侵犯） The consent of the head of the consular post may, however, be assumed in case of fire or other disaster requiring prompt protective action. （惟遇火灾或其他灾害须迅速采取保护行动时，得推定领馆 馆长已表示同意。 ） Consular officers shall not be liable to arrest or detention pending trial, except in the case of a grave crime and pursuant to a decision by the competent judicial authority

3.外交特权与豁免
外交特权与豁免，是指外交代表机关及其人员根 据国际法或者有关协议在接受国所享有的特别权 利和优惠待遇的总称。 The privileges which are possessed by diplomatic envoys are not rights in international law, but in the law of the receiving states in compliance with an international right belonging to their home states.
