金融风险防范工作预案金融风险防范工作预案为及时处置金融系统突发性支付风险,维护金融稳定,保证金融各项改革顺利进行,特制定本预案。

一、突发性支付风险的防范措施㈠我支行要密切关注可能发生支付风险的诱因:1、已发生的或可能发生的严重自然灾害及类似“非碘”等公共卫生事件;2、可能引发突发性支付风险的各类谣言;3、媒体对金融改革或其他方面的负面报道;4、金融系统发生抢劫盗窃等重大刑事案件或高级管理人员畏罪潜逃;5、其他金融机构发生挤兑、限兑或停兑的;6、可能引发支付风险的其他信息。

㈡非现场监测及预警1、要根据非现场监管数据及风险监测台帐,按日、旬、月、季定期测算农村信用社资金状况,重点分析储蓄存款变化情况及原因、备付金变化情况、资产流动性等,从中发现可能发生支付的苗头,及时提醒告诫农村信用社要加以警惕和防范。

2、根据《农村信用社风险评价和预警指标体系》相关要求,定期对县辖农村信用社进行排查,确定可能发生支付风险的农村信用社,列为重点关注对象,严密监控,及时预警,并要求农村信用社尽快落实各项防范和化解风险的对策措施。

3、对列为重点关注对象的信用社,要根据其支付风险状况,立即派人进行现场检查,并拿出针对性的整改意见。

㈢报告1、接到联社或信用社风险报告后2小时内报告上级,风险报告表在当日起逐日报送。

2、可根据风险处置情况,要求农村信用社和各联社增减报告内容和次数。

3、突发性风险报告中要包括以下内容:金融机构基本情况、风险基本情况,滤布厂原因、时间、涉及信用社或分支机构数、各项存款和储蓄存款的下降情况,已采取的和拟采取的措施、发展趋势分析等。

二、处置程序㈠接到联社或信用社的风险报告后,要立即责成县联社实施风险处置和同业救助方案,同时根据实际情况,进一步提出具体化解措施和对策,并监督信用社实施。

㈡要立即组成由行长带队、相关人员参加的专门监管工作小组,进驻金融机构,直接履行监管职责。

㈢要牵头,压滤机滤布协调县政府、银监办、联社等有关部门组成风险救助小组,商讨给予财政资金支持等事宜。

㈣督促金融机构及时提出动用存款准备金和紧急再贷款的申请,并协调尽快给予答复。

㈤在处置风险过程中,要统一宣传口径。

遇到新闻媒体采访时,要由处置风险的主要负责人亲自或指定人员答复。

对于举报投诉和反映情况的存款人要热情接待,依法解释,但不得作出“保证还款”等承诺。

㈥对引发支付风险或处置风险过程中的违法违规行为,依法严肃查处。
