Use industrial guidance of foreign investment to adjust the direction of foreign investment, and use policy guidance to promote technology spillovers. The abundance of human resources for host country determine the absorption of foreign technology spillover effects. We cannot give up cultivating the ability of independent research and development. Create a fair market competition environment for both domestic and foreign companies, and cultivate competitive domestic enterprises. Fulfill the effects of government and promote the growth of technology.
Policies of introducing FDI are different according to different periods. In the 70s, South Korea build up export free zones and export processing industrial base to attract FDI. In the 80s, it loose the limits of foreign investment and provide preferential policies on tax, investment convenience and protection of IP.

Weaknesses Our central and western regions lack human capital and production structure coordination. The development of economic level has difficulties in restricting multinational firms. Our industrial structure determines overall low technological level. The limitation of our technology strategy.
