环境问题的产生与企业的生产经营有着必然的关系。
据研究，目前中国80%的环境污染物来源于企业，政府必须加强对企业的环境规制。
对于环境规制与企业竞争力的关系研究，传统观点认为，环境规制对企业的技术创新和竞争力会产生负面影响，这会使很多企业逃避环境规制。
“波特假设”认为，设计合理的环境规制能够刺激企业寻求对企业和社会有利的环境创新和技术创新，使企业降低对资源的浪费和环境的污染破坏，提高资源利用率和对环境的保护力度，从而产生长期的正的外部性效应。
那么，环境规制对企业竞争力有何影响？环境规制如何影响企业竞争力呢？此项课题的研究不仅有利于我国企业竞争力的提升，而且有利于我国经济社会的和谐和可持续发展。
本文首先就环境规制与企业竞争力关系的国内外已有文献进行梳理，提出深入研究环境规制对企业竞争力影响的必要性和理论依据。
接着，文章通过分析环境规制对影响企业竞争力的几个因素的影响，从理论上得出环境规制对企业竞争力的影响。
本文第五章利用实证分析方法，分析环境规制与企业竞争力之间的相关性。
文章的最后，提出优化环境规制，提升企业竞争力的政策建议。
从本文的研究可以得出，环境保护与提高企业竞争力具有一致性。
政府必须根据不同类型的企业、不同的环境管理动机实施不同的环境规制政策和措施，以达到环境保护和提高企业竞争力的作用。
另一方面，企业必须转变环境管理动机，将环境规制作为企业获得新的竞争机会和优势的契机，采取积极的环境保护策略，通过企业创新解决环境问题，提高企业竞争力。

Environmental problem is related tightly to the production operation of enterprises. According to de report, over 80% of environmental pollution is from industry. Therefore, reducing the environmental impact of enterprises is the emphasis of environmental regulations.According to the traditional notion, one of them is private costs that are inevitably incurred for enterprise in order to abate pollution and reduce environmental damage. Which in turn result in higher prices and consequently a loss of competitiveness.Porter Hypothesis believes the efficient environmental regulation force enterprises to update their technique. This inevitably has positive affects on the productivity and efficiency with which resources are used and compensates for the initialincrease in costs,so that regulation end up making firms more competitive and not less. Which make fires achieve a win-win situation of enterprise competitiveness and environmental performance. Researching with the relationship between environmental regulation and competitiveness, not only there are important implications on our enterprises’competitiveness, but also there are positive significances to realize the sustainable development of economy and society.In the dissertation, Firstly, according to the research about the relationship between environmental regulation and firms’ competitiveness, this dissertation pointed the importance of making researching with the essence of pollution and effects between environmental improvement andcompetitiveness of firms. On the basis of these understanding, it pointed that the improving the quality of environment and improving firms’competitiveness follows the same principle. Environmental regulation affected firms’innovation and projection to improving firms’competitiveness.Secondly, it is proved that environmental regulation has an important effect on firms’ competitiveness .This is based on the view of theory of dynamic competitiveness. After that, the paper analyzed the relationship of environmental regu lation and the factors, which affect firms’ competitiveness. In the end, focus on the questions which exist in our c ountry’s environmental regulation, the paper proposed the reforming and method.According to the dissertation, the improving the quality of environment and improving firms’competitiveness follows the same principle.
